U.S. GTM Pre-Clearance Program

To ensure Israeli founders can respond to U.S. solicitations and teaming opportunities, The CET Sandbox has partnered with the National Security team at Holland & Knight to create a simplified, discounted “U.S. GTM Pre-Clearance Program,” which is custom-built for the Israeli defense-tech market.

Leveraging decades of National Security experience and deep knowledge of regulatory and compliance matters, the U.S. GTM Pre-Clearance Program includes both standard and tailored options, based on your specific needs, including:

FOUNDATION

We help you save time by quickly acquiring all the documentation and credentials you need to be “shovel ready” to bid on contracts and team with U.S. partners, including:

Corporate Wellness Check first?

    • Entity — Establishment of a legal U.S. entity, with guidance on parent vs. sub structure based on your specific technology and anticipated GTM needs.
    • EIN — Acquisition of a nine-digit “Employer Identification Number” from the IRS, which is needed to open a business account, track business taxes, etc.
    • UEI — Acquisition of a twelve-digit “Unique Entity Identifier,” which is used by the U.S. government to identify organizations with which it conducts business.
    • CAGE — Acquisition of a five-digit “Commercial and Government Entity” Code, used to identify legal entities in the U.S. government contracting system.
    • SAM — Registration at SAM.gov, the “System for Award Management,” which is used to bid on federal contracts, apply for federal grants, and verify compliance.
    • Bank — If necessary, we can help establish a U.S. banking relationship that supports SAM.gov EFT/ACH payments and federal contract disbursements.
    • Teaming — Creation of a defense-sector teaming agreement tailored to U.S. government contracting requirements and your particular capability.
    • NDA — Preparation of a defense-sector NDA tailored to U.S. government contracting, technology protection, and partner engagement requirements.

FRAMEWORKS

In addition to making sure you’re “contract ready,” we can help you understand and comply with the regimes regulating your specific technology and business, including:

    • Cyber Score — We help you conduct a cybersecurity self assessment known as “NIST 800-171,” which generates the “Supplier Performance Risk System” or SPRS  score that is sometimes required for conducting business with the DoW.
    • Data Access — We help you get what’s known as a “DD2345,” which enables qualified companies to access certain controlled military technical data.
    • Diagnostic — We help you understand whether your capabilities might fall under FAA, FCC, or other regulatory frameworks you might not be aware of.
    • Ownership Risk — We help mitigate potential foreign ownership, control or influence risks (known as FOCI), as well as national security investment issues that could trigger scrutiny by the U.S. government (i.e., CFIUS).
    • Export Controls, Facility Clearance, More — We can help identify and address export-controls, security requirements, or other rules impacting operations.
